Unfortunately, there are contractors out there who seek to take advantage of homeowners trying to fix their homes after a big storm.
They may show up in different ways, too, saying they can fix your roof quickly if you pay upfront, or that they've got a "special hurricane deal," but you have to sign on with them immediately to take advantage of it. Some blow through neighborhoods claiming hail damage for roof replacements covered by insurance, but only if you sign up and pay a deposit immediately. And then, afte two or three weeks, you can't get ahold of them.
Be suspicious of any contractor who demands you pay before the work is done, or anyone who comes in at a much lower cost than their competitors. Often you get what you pay for, and if they do the work (and don't run off with your money from the get-go) it's usually shoddy, incomplete, or with sub-par materials.
